Prior to practicing law, Randy Wilburn was a consulting engineer, designing utility, land development, environmental, and capital improvement projects in the Austin and Houston areas. While working for the State environmental protection agency, Randy was Director of the Texas water quality protection programs and the Texas water right and water quality assessment programs. Randy was instrumental in the creation of the Rio Grande Alliance, an alliance of U.S. and Mexican environmental and conservation groups focused upon the protection of the environment within the Rio Grande basin. Randy served on the boards of both the Galveston Bay Estuary Program and the Coastal Bend Bays & Estuaries Program.

 

As an attorney, Randy has used his engineering experience to better represent the firm’s clients in environmental, land development, utility, and water issues before various legal venues in Texas. His background in engineering allows Randy to understand complicated technical issues that are often at the center of our clients' legal matters. Randy was the lead counsel before the State Office of Administrative Hearings in the seminal groundwater case, Edwards Aquifer Authority v. Day, in which the Texas Supreme Court later redefined the concept of “the rule of capture.” Over the past several years, Randy has been the lead counsel in several high profile water utility rate cases, including the first successful appeal of a wholesale water rate since the Texas Third Court of Appeals announced the Public Interest Test in Texas Water Com'n v. City of Fort Worth.
